There is probably a local bee keepers group in your area. These local bee keepers may be willing to help you (at least if your bees are honeybees). I know in our area, local beekeepers will come remove bee hives from homes and businesses. Basically, they use a shop vac to suck up the bees and, so long as they get the queen, they can "transplant" them into one of their empty hives.

Probably they are swarming because they don't have a hive. They are on their way to a destination that they may not have even chosen yet. Just be patient and let the bees work out their own problems undisturbed.

do you have a wildlife rescue center you can call? Sometimes a local animal shelter can give you a number to call.

you have to see what they are doing, if they are getting water and going back to their nest, you'll be able to see the route and then know, if the hive is something you must deal with. Watch, they could be moving in or they could have built a nest around that area,
