They are maggots.

These bugs are very very small in size but are clustered together while moving. There has to be hundreds of them but are so small their grouping while moving is about 6 inches long. They ended up stoping by the front of the porch and are in a circle not really moving much anymore. What are these? I see them a lot in the morning early afternoon but by evening they are gone. Any ideas?
