It's a solitary, non-stinging, parasitic ichneumonid wasp in the subfamily Opioninae.

looks like a mosquito hawk to me

It's a reddish-orange color, about an inch long, has black eyes, and it makes a really loud buzzing sound when it flies around. I think it might be a robber fly. I live in New England if that helps.
