Hard to tell exactly what it is based on your question but you have nothing to worry about. Even if they were maggots they would not burrow into your flush, most maggots only feed on decomposing animal material and the ones that feed on fresh animal material need to have their eggs laid there by an adult of the species so they would never lay them on a plant. Since you said they jump though I don't think you have larva at all, though I may be wrong. You may have a white treehopper species, spittlebugs, or some kind of aphid, all of which are harmless.

Leafhoppers are the most likely insect. Leafhoppers have nymphs, not larvae.

I touched a plant in my garden and loads of tiny white larvae hit me in the face, are they dangerous? My friend jokingly said they might burrow in my skin, I know it sounds absurd but if they're maggots or something would they do this?
