Birds in general bob their heads to stabilize their visual surroundings. We depend on eye movements, but they depend on head movements. If you're not talking about walking, it is most probably for balance or depth perception.

All birds have a strange motion of the head the rock back and forth and thats how they evolved, havent you seen chickens? Well anyway that is my input.
