No, if they were aquatic apes, then they would have skin like other aquatic mammals, however most likely they simply misidentified dolphin/porpoise/manatees... fantasy, lies and simple pareidolia seem far more probable than scaled women with fish tails...
Whales and seals don't have scales, so I don't see why aqua apes would have to.
it depends on if "real" mermaids would be half mammal half fish. if they're full mammal, their tails would be skin like a seal
So they can weigh themselves.
