Please do not let the eggs sit there for a week more! Eggs start to pip (vocalizing and chipping the inner membrane at 18 days old. Are you hearing any chirps at all?

You should check if the eggs are definitely fertile. I mean sometimes when a bird lays eggs with a male, the eggs sometimes don't hatch. Take an egg and go in a dark room. Take a candle or a torch and put it next to it. If you see some veins then the egg will most probably hatch so put it back. that is a way to check if it is fertile. however if you just see a black dot (which id the yolk) then it is infertile and will not hatch.
