Can they? Absoloutley! When they kill their prey they use their talons to pierce the brain just above the nose, so if they decided to do that to a human it would be instant death. Does it happen? Very rarely, an eagle will not attack a human unless it feels it's young are in danger or if it feels cornered, other then that they are far more fearful of humans then we are of them.
For the record- A golden eagle will not usually kill a wolf, only time they will strike is a young pup or an old isolated wolf who isn't in a pack. A golden eagle stands NO chance against a pack of 6-12 wolves and it knows it which is why they avoid confrontation, even if they decided to swoop in on one wolf you'd have the rest pulling it down and ripping it to shreds.
Very possible. If there was strong enough of an impact at the neck it could be broken. If a talon caught the right area a major artery could be hit and could cause the person to bleed out.
