I don't know about killing adult crows but buzzards will kill and eat babies and eggs, they eat rabbits and will feed of dead carcuses is they would definetley be able to kill a crow. I'd they aren't eating them its likely the crows are attacking the bird of prey as they often eat eggs and chicks so they might be why it is killing them.The buzzards near my house used to do it all the time.
For reference I put. a picture on, they are brown and are quite big, about 14kg
It probably has a nest in the area and crows are know for stealing eggs and newly hatched young. So it's just protecting its own territory.
I have seen red-tailed hawks kill crows . I thought it would eat it but I didn't hang around that long .

There is a large bird that is killing crows in our yard. Haven't been able to get a good look at this bird, but did see that it has brown feathered. thick legs. The dead crows don't seem to be eaten. One had a hole on the side of its neck and one had a hole on its head. Another crow was injured with a broken leg and broken wing. I know hawks, falcons and other larger birds will kill and eat the smaller birds but I've never heard of them going after a crow.
