Why do birds fluff up their cheeks? What does it mean?

My cockatiel does this too! It is often followed by beak grinding and eyes closing. It just means they're relaxed and comfortable.

Both my parrot and parakeet do it when they are getting ready to sleep especially, it probably just because fluffed out feathers would capture more heat and keep them warmer to sleep

its means their comfortable. all birds do that.

I've had a lot of pet budgies and cockatiels in the past, -and I still have a male cockatiel named Chimichanga- but what I noticed is sometimes around their beaks the little feathers would fluff up like the birds mouth is full. The other feathers on it's body would be normal and unruffled when they do this by the way... Is this some type of bird body language I don't know of or are they just fixing their feathers?
