no. raw fed dogs tend to be healthier than kibble fed, but meanness depends on the breed and/or how well they've been trained. an apbt is going to be dog aggressive no matter how well you treat it and train it, and a chihuahua could become mean if it's allowed to do whatever it wants because no one trained it.
No - what makes dogs mean is the same thing that makes people mean - they're abused. When training a dog for guard duty, dogs are horribly abused by handlers.
